USB port malfunction

I have a Dell XPS 15Z. I have a problem with my computer sometimes not recognizing what's plugged into my USB ports. This occurs with my external drives and my printer.
Sometimes I can turn the computer off and on and then they will be recognized, but not always. I cannot find a pattern to when it works and when it doesn't.
Is this a hardware or software problem? Any advice
would be appreciated. Many thanks.

Clarification Request
Desktop or laptop. How old is the computer?

Is this a desktop or laptop. How old is the computer? If it's a desktop you can buy an inexpensive expansion card to add new USB ports. Sometimes after a lot of use the contacts in the USB ports get worn so that making a good contact doesn't always happen.

It's a laptop, under 3 years old.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
