This is actually a typical issue since Windows 98SE does not come with complete support for your hardware. The issue is well discussed at http://www.usbman.com but let me share the short version.
1. Latest machine BIOS.
2. Drivers for the motherboard.
3. USB 2.0 drivers from who supplied the 2.0 items (hint: usbman.com)
If you don't then a crash on boot is typical.
I just bought a GE USB 2, 4-port hub. When I start up my system, Windows (98SE) won't complete the start-up and my system crashes. If I start-up without the hub installed and wait until after start-up is complete, I can plug it in and the hub works fine. What gives?
