usb flash drives locked cannot format

i have a new lash which i was planning on using as a dvd replaced by booting using the flash. i was recovering an asus pc using isotousb running on win 8.1 and on my third disc the pc could not read my flash stick, when i plugged it on another pc, i could not format it or copy stuff to it . i have tried the regedit where you change the setting on storage, and cmd where you use the clear ready only command and it actually confirms the change but it has no effect. how do i recover this drive and make it usable again? i will try post screenshots when it try the things i did again

I use a few tools after isotousb.
