USB Device Not Recognized when mouse or keyboard is plugged.

USB Device Not Recognized when mouse or keyboard is plugged to one of two USB ports on my laptop. The mouse/keyboard works on other usb port. Device manager says Device Descriptor Request Failed. Portable harddrive still works though to this particular usb port though.

So basically mouse or keyboard doesn't work in a usb port, but portable harddrive still works for this usb port.

When I plug a keyboard or mouse, I get this message : USB device not recognized. The last USB device you connected to this computer malfunctioned, and Windows does not recognize it https://imgur.com/a/cExXz7S
And when I check device manager, there's Unknown USB Device(Device Descriptor Request Failed) : https://imgur.com/a/6y2xGD2

When I right click on the Unknown USB Device, and then went to the Event tab, I got this :https://imgur.com/a/YaG57rL

Device USB\VID_0000&PID_0002\5&18ac2dfb&0&1 was not migrated due to partial or ambiguous match.

But ONLY on a laptop that the owner had clean installed the OS. It turns out we had to repeat the driver and app installs specific to this PC. Microsoft's driver update did not work. We had to go back to how it's been done for decades.

I see the USB 3.0 controller and this is a known issue if the drivers are not as supplied with the laptop.

https://www.google.com/search?q=TM1613 didn't find the maker's web page for drivers. But as you own this, you could supply the maker's page for the drivers so I can comment further.

The laptop is Xiaomi Mi Air (13.3-inch).

I have tried to install the chipset driver using the link above, but it still doesn't work. Should I uninstall the chipset driver first in the laptop? Is it safe?

Never had to uninstall such.

But back to the maker to ask them why the supplied drivers are defective.

If they can't fix this, you may want to start the return process.

You should check with a different device like pendrive or something else if they are working on that port or not.
If that is USB 3 port and your System has an older version of windows then you might need a specific driver to get that USB port worked.

This method worked for me(in windows 7 ultimate w32bit)

Open Start, type: system information
Hit Enter
Click System summary
Look in the right pane

Windows 7 Starter, Home Basic, Home Premium, Windows 8.0 Core, Windows 8.1 Windows 7 Professional, Windows 7 Ultimate, Windows 8.0 Pro, Windows 8.1 Pro

Step 1. Press Windows key + R to open the Run dialog

Step 2. Type regedit and press Enter

Step 3. Navigate to the following path:

HKEY_LOCAL_Machine > SYSTEM > CurrentControlSet > Services > USB

Step 4. If the USB key does not exist into the list, then create a new key USB under Services. Now create a new DWORD value under the key that you’ve just created

Step 5. Keep the USB key selected and right-click on the blank space at the right pane

Step 6. Select New > DWORD value from the context menu

Step 7.Rename this newly created DWORD value as DisableSelectiveSuspend

Step 8. Right-click on DisableSelectiveSuspend and select Modify

Step 9. Put 1 in Value data field and then click OK

Step 10. Reboot your PC
