USB and Network Card's drivers are corrupt

I recently downloaded a program online and I installed it on my computer like I normally would. When it finished installing I realized that none of my USB ports were working and I was no longer connected to the Internet. I tried to reinstall the drivers that were on my computer but they all failed. I tried downloading drivers for the network card from another computer but after they install it still does not work. They all have code 39 and I tried restoring my computer from a restore point with no avail. I seriosly don't know what to do now and I have been stuck for days at this point trying many things. It's got to the point that I really need to use my desktop and now I can't. Any help would truely be appreciated, so thank you for any help and time given to help resolve my problem.
