Man, I'm jealous, here in Australia, I have 1.5Mbps, and a 12GB cap, and it's quite a bit more expensive. Although there is a 40GB cap, taking up the issue with them really depends on if you're ever going to hit that cap. If you're not hitting it, I wouldn't worry about it, and if you're only hitting it maybe two or three times a year I wouldn't worry, it'd probably be more hassle than it's worth. While I am in no way a lawyer or anywhere near one (I'm an IT student at Uni), if it's going to be a problem all the time it's worth addressing, otherwise, it's probably more effort than it's worth.
Just wanted to start by saying that, just for the record, I'm actually DiningInHell/DanielInHell from the chat (and I've had a few calls played), I joined the CNET community over a year ago with this old name, and I can't change it to the one I now use.
Anyways, with all the recent controversy of ISP usage caps (mainly Comcast, if I'm right), I've had my own issue with my ISP recently. I live in the UK, and my ISP is AOL Broadband (and they have been our ISP since we got our first computer over 10 years ago). To reward our loyalty with them, they've recently upgraded our service. It's quite a good deal, up to 8Mbps (we realistically get 6Mbps) for around
