I don't see any urgency in your message. There's no indication the offer expires today or tomorrow. And your current Internet still seems to work. That being said, my answers to your questions.

0. kbps = kilobits per second. 512 kbs = 64 kB a second to receive (at most, in practice divide by 2). Downloading a CD's equivalent of mp3's is about 40 Mb, so takes some 600 seconds = 10 minutes (multiply by 2, in practice). So, more kbps is faster download and faster showing of pages, while payin more money. That's up to you to choose.

1. If you're planning to use the connection on ONE computer, that has WINDOWS XP, the USB modem is good enough. If you plan to use it on more than one computer, you need the router. If you plan to use it on a Windows 98 computer, the router is better. But a router needs an NIC (Ethernet card) in the computer.

2. You need a static IP address (always the same) if you plan to run your own website at your own computer. Otherwise a dynamic (may change) IP address is just as well, and that seems to be the case for you.

3. The broadband connection is strictly to ONE place. You need dial-up everywhere else.
