Upgrading hard drive - PLEASE ADVICE!!!

I have a 200 XP system with a MS Windows Media Edition 2005 operating system. I want to upgrade the hard drive from an 80 GB to a Seagate 400 GB. The internal CD/DVD Rom is not working. I have an external USB CD Rom. I tried installing the OS to the new hard drive and the screen only showed a black screen with a flashing typing prompter. The system also has a floppy disk drive. I tried the MS boot up disks from the Microsoft support site and by the end of the last floppy disk, it asked me to load the MS Windows XP CD to the CD Rom which I do not have. Could someone tell me how can I install this OS to the new hard drive?

Fix that first and then it would go a lot easier.

ROM still does not work

I replaced it with a new one but it still does not work. The problem may be the cable or the connection with the board. The CD/DVD Rom opens but it does not read the content.
