Upgrade a no go

I have Vista Home Premium, SP2 installed.
Followed all instructions that came with Win7 upgrade disk, and nothing happens when I insert the disk. I mean nothing!
I see HDD activity when I insert the disk, but it stops shortly, and the drive does not recognize that a disk is even installed. In fact the drive does not even spin up. Tried the second disk (64 bit), and same results.
Other cds, and dvds that I have work fine.
No errors shown in Event Viewer.
I'm stumped here. Could I have 2 bad upgrade disks?
