Updating TV firmware

My new LG 47LV5500 came with am Owner's Manual (on disk). Actually it appears to be a "universal" manual covering just about any TV in the LG range.

On page 128, under "Maintenance - Updating the TV firmware" it includes as a footnote:

*OTA (Over The Air): If watching the digital broadcasting system, the TV is transmitted new firmware through the DTV signal"

My question is how is this possible?

Does every digital broadcast station repeatedly transmit the latest software for every make and model TV on the market?
