Updates problems windows7

I’m having a problem whit windows7 updates.
I keep getting a notice that I have to restart the computer to install important updates.
I have been doing this many time but the notice keeps coming up on the screen and when I go and look in the update screen this is what I see:
Windows can’t update important files and services why the system is using them. Save any open files and restart the computer and then try to check for important updates.
No open file anywhere. I like to add that this problem started after I started download Windows10 from Microsoft, free full download. The free download will not start because of this problem. I can forget Windows10 but I like to get rid of this problem.
I can’t even look for new updates, same screen will show up to restart the computer.
