Updated Video card. But still have issues

I updated my video card for my son to run spore & for myself I take a lot of digital picks. I also just go a Sanyo 1080 72fps video camera. I still have issues with play back on the video & the spore graphics are screwy.

The spore game has big sections of White areas that were fine before with my old card. The main title video plays great. The play back on my video that I shot still plays back jumpy. If I try to change the settings on the card I get a error. "cannot display this video setting" I know I have something screwy, is it the card or the monitor?

The computer
Dell 4800
Ram 3.75
Internal HD 500g
Video card GeForce 9500series 1gig
Monitor Dell E173FP, TFT LCD1280 x 1024 @ 50hz.
Windows xp

Off the top of my head it sounds like a driver issue

Did you download and install the latest driver for the new video card and does your monitor show up by it's manufacturer and model? For best results, both should be known by the system so it can configure them for features and performance.
