Eventually, but at a later date so we can get started early, Mexico will be paying, in some form, for the badly needed border wall.

He makes the promises...then leaves the bill/logistics for his successors?

"Eventually," doesn't sound as positive/definite as "Mexico WILL pay for this wall".

"paying in some form"?....Free labor/Mexican road crews?
