Unusual behavior when right clicking on a file in a folder

I consider myself very knowledgable - but this has me baffled:
XP Pro w/SP2 on a Gateway 1.4Gh (Intel D850GB Mb,) 256 Mb of PC800 RDRAM RIMMs, WD1200 HDD. PS2 mouse & kb, standard monitor.

New install of OS, all MS security & crit updates. Nothing extra. Few apps installed.
When I right click on file(s) in a folder the screen blinks, and I hear the sound of a USB PnP device being added to the system. Of course no evidence of a PnP being installed.

No USB devices are attached. All USB ports have been tested and are good. And worst off all - This is intermintant. Any ideas?

I had a similar problem

It went on for months. I stumbled on a screen that showed the mouse driver somehow. I jumped on the opportunity to uninstall and reinstall WINDOWS mouse driver from disk. Rebooted and my right-click was working suddenly. I jumped and a hollered, wuuuuu.

I think it was the Windows device driver 'tree' screen. You can have drivers installed, that does not mean they will be used; that's what i learned.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
