First you should go to control panel>administrative tools>computer management>device manager. Check all peripherals, drives, etc. If you see a big yellow question mark, that device has a problem that should be corrected. Some of your devices may require to run in "compatiblilty mode." If everything is OK, you might want to consider flashing the BIOS. Check the motherboard manufacturer's website for downloads and instructions. Be careful, you must get the correct download for your motherboard. If this area is new to you, have a certified tech do it for you. One wrong step flashing the BIOS will fry your MoBo.

Norton's good, but won't detect all remote control programs and what other pests there are. I have a post in which the Anti-Parasite Suite finds most items and if not the easy five, then move up to use of HIJACKTHIS to get the log file that others can examine for what ails the machine.

PS. Parasite removal programs.

http://reviews.cnet.com/5208-6132-0.html?forumID=32&threadID=1313&start=0 notes the five scanning tools and removal tools that are fairly safe. If one does encounter an issue, its always been damage done by the MALWARE. The most common issue being Layered Service Provider replacement which you can use LSPFIX (Hint: use http://www.google.com to find).

The thread has follow on discussions about new links if you don't want to use Google to find an item.

All the tools are free.
