Unpredictable internet

So over the past few months I have been experiencing terrible grief with my internet. I have changed routers 3 times between a D-Link (not sure what model), Netgear DGN 2200v3, TP-Link tp-link w8950nd, and now a Belking DB 600N. Basically I have no idea what is wrong with the internet, the speed can go from Mbps to the expected Mbps in a single day and cant be predicted at all. The ping is similar and can't be predicted, which is my main concern whilst try to play online games. I have check on ever router and the incoming speed is 10mbps but I don't have a clue what happens to the signal from then on. I have even tested the signal through a wired connection whilst the speeds are low and i get the same low result. I am just about going crazy because I don't have a clue what is happening.

Don't know what happened but it should be 1mbps to 10mbps.

depending on the time of day. The more people using the broadband, the slower the speed. Sometimes it isn't my connection but the site. Last night is a good example. I had a hard time accessing the Weather channel during the storms.

Shouldn't this be reflected in the downstream and upstream rates shown on the router page. Because even when its being slow they still show 10mpbs.

Are you using DSL or Cable? Is your router secured or are you sharing it with anyone in range who wants to share your bandwidth?

What are you getting at each of the cities listed here - http://www.speakeasy.net/speedtest/ (try these tests at different times of the day but be aware that even if these tests show decent up and down loads ANY game site you log onto will be affected by the numbers of others logged on to the game server and some game servers are just slow anyway.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
