unlocked & locked phones

I don't know alot about cell phones that is why I am asking for help.. I have an old motorola v551 when cingular was att. I have since purchased the razor phone for now cingular. my question is now I want to give my son the v551 and I was told that I have to buy a new phone why is that? is it because my phone is locked? and does that mean it can only be used with att and not cingular. cingular is trying to make me purchase a phone for $200 or more and I don't want to do this because my v551 is in perfect condition.. can't I just purchase a cingular sim card to put in the v551?

Try inserting your Cingular SIM in the older phone, if it works than no problem.

I tried what you suggested and when I did my phone is reading enter subsidy password.. what does that mean? and where do I get this subsidy password from?

The cell phone company you bought it from (att, as far as I understand, and that's now cingular, as far as I understand, I'm not from the USA) should give it to you. Just contact their customer service and ask for it.
Then they tell you how to get it. That information might be on their website also (an on-line form, or an address to send a request to, including IMEI-number of the phone). It might take a few weeks.

If all else fails, you'll find shops around unlocking the phone for something like $15.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
