Unknown Publisher

I cannot install any program onto Vista without getting the unknown publisher error, when i run as administrator, I get nothing and when i direct it to install anyway it tells me the file is corrupt, on every program i try to install. Help

Has your download for any given program that you cannot install ever been partially downloaded then failed or stopped?
