unknown device (descriptor not found) 8.1 pro

i have a sharkoon optical mouse and since upgrading to windows 8.1 it give me the error mentioned above and i have tried uninstalling the usb 3.0 controllers and restarting which works for the most part until i need to restart or the device is disconnected. then recently i found out a really wierd fix which involves taking it out of the current usb port putting it into the one next to it and then back into the original port again not entirely sure how doing this fixes is it.hopefully someone here will know what the fix means is wrong with it but if it is removed and put back into the same port im hit with that error again so any ideas would be useful.
p.s. i am using a ga-78lmt-usb3 (rv4.1) motherboard

i have updated all my drivers and restarting makes the mouse stop working again if anything since the wierd fix hasnt been applied :L

my problem is that im using all of my 8 usbs and most of the other things i have plugged it definately wont work in 3.0 and this mouse worked fine before the upgrade.

i dont see the need to replace my whole motherboard when it is only the software or drivers that are messed up from windows 8.1 since beforehand it worked perfectly and my mouse worked perfectly fine before in that same port and works perfectly in any other computer as well..

If the maker didn't supply good drivers then the fix is to change the parts that create trouble.
