uninstalling a program

I recently purchased windows 7 professional 64 bit.
I am trying to remove a program that I downloaded and installed from the Internet (yes I know the way to normally uninstall a program) but when I go into Control panel/remove a program and try and remove it I get the message "You do not have sufficient access to uninstall 'X Plugin Manager 2.12'. Please contact your system administrator"
I am logged in as administrator, nonone else uses my PC.

Try resetting security settings back to the defaults

1. Click Start, click Run, type cmd, and then press ENTER.
2. Type the following command, and then press ENTER:
secedit /configure /cfg %windir%\inf\defltbase.inf /db defltbase.sdb /verbose

You receive a "Task is completed" message, and a warning message that something could not be done. You can safely ignore this message. For more information about this message, view the %windir%\Security\Logs\Scesrv.log file.

Check if the program can be removed.

I ran the cmd prompt as administrator, and did what you said, but the unwanted program will still not uninstall.

Microsofts Windows Installer Cleanup Utility. It lets you uninstall things that won't inunstall the normal way.

Does this program have it's own uninstaller? Often in the Start menu in it's folder, or if not, in its own Program files folder.

Other than that, you could disable UAC from the Control Panel > User Accounts. A reboot may be needed for this to take effect, (but I am not sure), then after the uninstall, re-enable UAC.

No, I have thoroughly checked, and the program does not have its own uninstaller.
What do you mean by 'disable UAC', and how do I do it.

It's the thing that keeps popping up saying you 'need permission'.

Thanks for your help, problem solved. I had to go into the start menu, click on the program and it had an uninstall icon. Sorry I didn't find it before.
