Understanding Dark Fiber

Tom, Molly, and Veronica:

If you guys would like to be enlightened as to the "dark fiber" issue you keep bringing up in the podcasts, please contact me. I have left messages in the past that you have aired, but I don't want to keep leaving messages. I would rather help you to understand who owns the fiber, the challenge bringing it to the customer, and government's role (past and present) in the process.

From your blog, there is not mention of dark fiber or fiber at all, at least using the search feature of Blogger. The BOL crew I think know who owns fiber in this country and the challenge. The question is why are telco's lying to the consumer and to governments to keep getting subsidies such as tax breaks and other forms of corporate welfare.

I don't have the first idea what exactly "dark fiber" is. I've only heard the term here and in the BOL podcast.
