Unable to use FTP Program

I use FTP Commander Lite to upload files to my web site. There was no problem while using Win98 SE, but ever since changing over to Windows XP Pro, I'm unable to use this program.

I tried guess work, enabled/disabled some Services, but for all my troubles I'm rewarded with this message, "500 Connection timed out (Winsock error #10060)."

Can anyone suggest what are the services that are to be enabled in XP (Start > Settings > Control Panel > Administrative Tools > Services) to be able to use FTP?

1) Turn off the firewall that comes with XP. Select tools/internet/options/connections/settings/properties/advanced/and turn option off.

2) If you use "Symantec Internet Security", "Zone Alarm", Antivirus or other program for security you have adjust the settings allowing "FTP Commander" to function.

Look around for a PASV setting. Try it.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
