unable to upload/attach

Hi, I use an internet broadband connection shared by the whole building provided by my landlord. I recently discovered that my computer is unable to attach files (i.e. attaching files on web-based email accounts or photo albums). Everytime after i chose what files to upload and hit submit, it proceeds to "this page cannot be displayed". I even downloaded firefox to see whether it was my browser's problem and same problem persists. I can attach files on my outlook express tho. Help please!
