Unable to uninstall/reinstall scanner software

I have been attempting to reinstall the software for my Epson Perfection 1260 scanner on my Acer Aspire 1640 laptop. All components install (twain, photo impression, reference guide) until it gets to the "Smart Panel".

I got a notice that components of this program are already installed and need to be removed. I went to the Control Panel, Add/Remove Programs - sure enough, there's Epson Smart Panel. Clicked "remove" -now I get "install shield wizard has finished maintenance" - click finish button - and Epson Smart Panel is still listed. It won't go away!! I've deleted, individually, every file I could find pertaining to Epson and still can't get rid of it so I can reinstall. HELP! [In the meantime, I've also deleted all the other "parts" (twain, photo program, reference guide) using Add/Remove and they go away as they should.]

Windows Installer Cleanup that will remove the reminants and the registry items. Google it.

usually does that... in this case since you already manually removed some it may not work... worth a try.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
