Unable to run any programs? Help

First of all, I just reformated, and after reinstalling my DSL, I can browse IE fine, but whenever I try to use ANY kind of program that requires the internet it just won't work (for instance mIRC, and several other programs). Now im confident that it isn't a software problem because these programs always worked before and still do.

I know this is a weird question, but does anyone have any idea? Im running WIN98se

- Well, I'm confident this isn't a hardware problem. So it must be software or settings.
- What do you mean with the combination "it just won't work" and "it still do[es work]" for exactly the same programs?
- Talking about ANY (kind of) program requiring the internet (except apparently IE): how about ping? And for that matter: how about your your e-mail program?
- Please be more specific on what programs this is about, and the precise error condition or error message of each program.
- Just a stupid question: did you install each program correctly, did they work with DSL before reformatting, and did you reproduce each programs settings (and the Internet settings) exactly?

the lack of information provided with which to work is.

We know that you reformatted, use MSIE and Win98SE and have DSL.

We do not know how you are connected (direct modem to computer or through a router or using ICS from another box), we don't know whether or not you have installed/enabled a firewall, whether your connection is through a proxy server, whether you have installed and properly configured the apps you wish to use.

How about filling in some of the gaps?
