Unable to reset services/Cant Restore/CD DVD Dosent play

I'm trying to repair a Toshiba Satellite running Vista Home premium 32. I can't get on line, I can't play dvd, And it wont restore even with the restore disc we purchased from Recovery-Disks.com.
Have tried booting from disk, but I noticed a icon next to the boot from dvd area in the boot menu and when I try it dose nothing.
Also getting the infamous (cannot open volume for direct access ) issue.
Have gone into services, Found several services not running that should be, But when I right click and open the services properties they wont let me start them. I get Error codes such as 13876, 10050, 1068, 1056.
Services such as IKE and AuthIP 13876, IPsec policy agent 10050 dead socket, Peer Name Resolution 10050,Peer network 1068 Service or Group failed to start,PNP-XIP 1068, Print Spooler 1068, Remote access connection manager cannot start or stop, server 1068, SSDP Discovery 1068, Telephony 1056, UPNP 1068, Windows Defender error 87, Windows Media Player network sharing 1068, Windows Update error 0x80072742 dead socket.
I have NO anti virus running on the machine and have gone to My Computer opened Properties clicked tools and did the (Checked for Volume errors) and it would not let me run the Automatically fix file system errors, But DID let me run the Scan for recovery of bad sectors scan. It logged 49 items and said they were in a folder named Found, But now I can't find them.
Any and All help would Greatly Appreciated.

Not being able to boot from a CD/DVD is totally (and I mean: totally) related to any Windows issue, because it doesn't involve Windows. It only involves the BIOS. But I don't understand what you mean with "an icon next to the boot from DVD area in the boot menu". Both the BIOS setup and the boot menu are strictly text only, no icons. Icons are Windows.

So either you do something totally wrong, or:
- the BIOS isn't set to boot from DVD
- the DVD drive needs to be replaced
- the DVD isn't bootable
- there is a serious error with the motherboard
Only you can try and tell which one of those is true and remedy it.

Personally I would not buy a Recovery Disk from any other company than Toshiba. But that's your choice.

This sounds like the old DVDRW issue. Did you test those media by booting them in another PC?

Don't restore on the other PC but as a test to see if the media is any good.

Since the media does not boot on this laptop.

I'd try some USB DVDRW drive next.
