Unable to open file

I was able to download the file for rooting htc One M8 but every way I try to open the file it says there are no apps or programs on my device that can open this file. Anyone have a fix for this. Thanks in advance.

may be that file is a tarz or other file type,you use root explorer to open this types of file.

It may not be possible to root your phone if the bootloader has been locked by your carrier. AT&T for example locks its bootloader, making rooting your phone impossible.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
