Unable to install programs

Whenever I insert a program CD and run setup.exe, Windows XP SP2 reports 'Unable to launch Install Shield engine. RPC server unavailable.' The same happens when I try to uninstall programs.
Will someone please help!

See if this helps.

Go to Start > Control Panel > Administrative Tools > Services. Scroll down to and double click on "DCOM Server Process Launcher"
Under Startup Type select "Automatic". Click on Apply > Start > OK.

It may be necessary to restart the computer for change to take effect. Also, Admin permissions may be necessary to make this change.

I have a windows xp sp2 but when ever i am trying to install any software its asking for a file that is missing and ask me to browse the location.. Have tried to download that file n no: of times and still facing the same issue ..cant install any software as it misses the file some how or the other...!!!!
