You are going at it the correct way,
when I do that on mine, the bookmarks open in a new Safari page.
Should we assume you are also using Safari?
If a reboot does not fix it, see if all users are affected by this problem. If there are no other users, create one in the users and groups system preference pane. Make sure the new account is an Admin account.
Log out of your account and log into that one.
Same problem with the bookmarks?
Unable to edit the bookmarks
Hi Thank you...The edit bookmarks opens correctly in the new user name from the upper task bar, I don't see any difference with the side task bar. Can it be fixed in the primary user?
Possibly, but it is a problem within your main profile
and that would be next to impossible to find.
Easiest fix is to move the contents of your Home folder to the new account.
It's not as difficult as you may think but has to be done in a certain order to avoid permissions problems.
If you decide to go that route, let us know and we'll point you in the right direction.
Alternatively, you may decide to live over not being able to edit bookmarks, let us know that too.
Missing bookmark editing
OMGosh...I have sooo many bookmarks! I guess I'd like to transfer them because I have so many. The ones for school need to be edited...as do many others...In the past it was easier to add a bookmark then edit later if not needed or it served its purpose. Why did that happen??
Why did it happen? Because it could,
but all is not lost.
Remember you made another account to see if the problem was still there?
We are going to use that to correct your bookmarks.
First, open Safari in your usual account.
In the menu bar, click on Export Bookmarks. The place you need to export them to is the SHARED folder which is inside the Users folder on the hard drive.
Now change accounts.
Launch Safari and in the menubar, choose Import From and then choose Bookmarks HTML file
Navigate to the Shared folder again and choose the Bookmarks file you just exported.
Now you can edit those bookmarks.
On completion, do the same in reverse and your original Safari will now have the corrected bookmarks.
Not a wonderful solution but you will find it is better than moving all your stuff to the new account.
Forgot to mention. The reason you are saving your exported bookmarks to the Shared folder is because when you are logging into the other account you cannot access anything in the original account.
The Shared Folder is exactly that, Shared.

I found this solution( the answer on the first thread) on my Mac then lost it... I took a picture though and followed directions.. it still didn’t work unfortunately. Thanks all for helping!.
Bookmarks in shared folder
First of all thank you for helping me transfer all those bookmarks!! So now I have my bookmarks under both user names and can edit in the newest user acct... As mentioned below...is there a way to restart a sync? My phone and ipad now have an update pending for 11.4..It's my understanding you need to update when one is available?And that it's not recommended to avoid them? Correct?

Any update from Apple should be applied
as they often contain Security Updates as well as general OS updates.
looking into the Sync thing.
Don't forget, once edited, you can move those bookmarks back to the original place.
I'm no expert but did look into this.
And found that sync could disable editing during a sync. Now if a sync started, failed and is hung I can guess that would cause this.
Maybe ask how to re-start sync?
