Unable to create New Library

Hi there,
I'm trying to create a new library in my Users folder, and have followed the directions in Help.i.e. in Libraries click New Library on the toolbar.
Unfortunately nothing happens although the New Library button does click. I also tried right clicking on Libraries in Navigation pane,highlighting New but the next sub menu that appeared was greyed out and said "Empty"
Running Win 7 Home Premium.6.1.7600 Build 7600
Any help would be very welcome.

this before I posted. But when I clicked on New Library, although the button "clicked" nothing happened. That's when I tried right clicking on Libraries to see if there was an option in the context menu. I scrolled down to New and when the sub menu opened it said "Empty"
I don't really know what to try next.
So far this has been the only failure I've had since switching over to Win 7.
Any other ideas?

You need to add folders to it, otherwise it will stay empty.
Open it then click on include folder.
