Answer
What PC?

I find this happens on desktop front USB ports a lot. I move to the rear USB port and it works. If it fails we try it on my laptop and (after we install drivers) it always works unless the phone/pad/what? is dead.

Yes, my pc is a desktop(HP TouchSmart 600 PC) and I was using a side port. I have just connected it using a rare port and unfortuantly, it did not work, also.

Try other PCs.

I've lost count of how many times the other PC or USB cable works. It's an issue I'm unsure of how consumers are going to deal with.
