unable to access one particular website

Hi I am unable to reach
while connected to TWC, but am able to connect fine with mobile network Verizon. I contacted TWC, and tech told it's my router issue. I did some research and many people having the same issue.
The solution was to use Zenmate or Kproxy to access website, and actually it worked. But i don't want to use those VPNs all the time.
My question is that if my router has problem, why using Zenmate suddenly allow me to connect to the website? Does using VPN somehow bypass my wireless router? I want to buy the new wireless router just to access the website, but I really want to know what is real cause of this problem

I find this on the page source

('https:' == document.location.protocol ? 'https://ssl' : 'http://www') + '';

So, make sure you don't have that google link blocked anywhere.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
