UN hails Iraqi Power Transfer

Secretary-General Kofi Annan and the U.N. Security Council issued statements June 28 welcoming the handover of sovereignty from the Coalition Provisional Authority (CPA) to the independent Interim Government of Iraq.

In its statement to the press, read by council President Lauro Baja of the Philippines, the council reaffirmed the independence, sovereignty, unity, and territorial integrity of Iraq and also condemned "in the strongest terms, the continued violence in Iraq, which should not be allowed to disrupt Iraq's political and economic transition."

Secretary-General Kofi Annan, in a statement issued by his spokesman, welcomed "the State of Iraq back into the family of independent and sovereign nations" and called on "all Iraqis to come together in a spirit of national unity and reconciliation."

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
