All digital cameras can disable the flash.
Ultra Compact, Low light and ability to override exposure settings takes you out of the low price market.
Take a look at the Canon S90 or S95 cameras.

I need an ultra compact camera to take snapshots of art in galleries and museums and sometimes outdoors. So i MUST be able to ensure flash is turned off (museum guards are testy)
and i often find myself in low light situations, so it should work in low light (as well as can be hoped for) and also allow me to overide exposure time and accept the consequences so i'm not holding my breath for 1/4 second shots.
the resolution doesn't have to be high, but the flash must be able to be disabled. And white balance would be nice. pics are then posted on web.
I've been using an ancient phone up to now and enjoying the low res mayhem as part of the pictures' charm. but downloading pics is a pain.
