Almost anything I can think to say is bound to get me into trouble, but I do think that this is going to be a long complex and messy process to try to build a legislative structure which protects women, eliminates the Pimps, and doesn't leave us floundering in a sea of hookers. (see, I told you I couldn't do it) Amsterdam has the right idea except for the Windows. Pick an area, let the women run the buildings involved on a cooperative basis, and construct legislation which will screw the Pimps head first into the ground to a depth of 80 feet.
