I would very much recommend *against* cross-updating firmware from different regions. While I can't speak to why certain widgets may or may not be available in all regions, what I can say is that regional differences for tuners, broadcasts, and all sorts of region specific specifications (PAL vs. NTSC, 50Hz vs. 60Hz) are differences that aren't compatible as they transfer regions.
