Answer
Yes, that's true.

Since all this has been discussed many times, let's keep it simple.

When you are testing on TWC's network, you'll get the best results. When you go outside that, you are testing how good and big are the connections from TWC's network to other networks.

Some have tried to make a case that the ISP is not delivering the speed, but then we would be repeating prior discussions.

If TWC says 30 mbps, and other connections are showing 2/3 less, it would seem I should be buying their standard internet at 10 mbps as their connections can only run this amount of mbps.

As a comparison, my plasma TV is only 720, as dish network signal is only 720, so why would I have a 1080 set when the signal i get is only 720. (I do not do blue ray ect)

Is this the same as TWC, I should get the 10mbps package because they rally can only do 10?

Given only what is told here.

It's either a goof on their provisioning or something like a router limitation. I can't tell if there is anything else to look at given only the details so far.

(NT) I am directly wired from their router to my tower.

A silly example to demonstrate.

If I have a apartment complex that I offer free internet as part of the rent. I run gig connections to all the apartments back to my central switch. I install a speed test server on that switch. But now I am really cheap so I buy a DSL line with only 768k down and 384k up and connect that to the switch too.

I can advertise 1G connection to the internet included free with your rent. See here is my test server to prove you can get 1G. Now if you test to another server guess what you can only get at max 768k. Too bad in the fine print I just put a disclaimer in saying I cannot control anything outside my network. I did not lie you do get 1G to the internet which in my case is right up to the DSL router I buy service from another provider.

If you go to servers that happen to be on TWC network you very well could get 30m
