TV Tuner vs TiVo resolution

I would like to know how the quality of recorded shows varies between a PC TV tuner and a TiVo. The ATI TV Wonder Pro, for instance, has a maximum video capture of 720x480 in MPEG2 mode. Is this the maximum quality for TV tuner cards, and what is the maximum resolution for a TiVo? If the quality of a TV tuner card is indeed drastically lower than a TiVo, how can Windows XP MC tout itself as a TiVo/PVR replacement? Finally, is there a maximum screen size recommended for playing back TiVo-recorded shows on?
