TV Tuner Card Help

I'm looking at turning my PC into a DVR. I already have Vista Home Premium equipped, which comes with Media Center. I've been searching for a good TV Tuner Card and I've been getting conflicting information about what I need for the card. I've had my eyes on the Hauppauge WinTV-PVR-150. Some reviewers say that you need an antenna for a tuner card, while others say you can just plug a coaxial cable into the card. I would very much appreciate some information clarifying my confusion. Also, any recommendations would be welcome.

Somehow you need "signal" to said card. How you get it there is up to you and what country you are in.

I'm going to be running a coaxial cable from a digital cable box to the card, is that all I would need, or do I need to split the signal somehow?

Then that would mean...

For most that would mean channel 3 on the Hauppauge and tuning is done in the digital cable box.
