You can find many Youtubes on TVs that do this. In short it needs repair. The symptom does not tell you which part is bad.
My Samsung 46" Smart LED TV will not start up. It flashes "Smart TV" and clicks off over and over. Even once disconnected from the power supply, I can hear the clicking for a while (no display of course). Sounds like a capacitor discharging.
