No by the look of it it is the signal from your input source is Too Weak. you need a better Input Signal

But since there is no video at the time, it's going to be hard to convince anyone that this is a flaw.

I can imagine if you wanted to look at snow like that but most of us watch the other channels.

Even when watching TV, the lines are still visible on dark backgrounds, its not right.
