Question

Turned off PC while downloading Windows.

I turned off my computer when it was installing Windows 10. I wanted to restart/refresh my PC to clean it. This process took a while, and when I finally thought it was done, it started installing Windows 10. That's the part when I turned it off. Now every time I turn my computer on, it says, "The computer restarted unexpectedly or encountered and unexpected error. Windows installation cannot proceed. To install Windows, click "OK" to restart the computer, and then restart the installation." It goes throw a cycle. Help!

It's been 2+ decades of folk telling you to backup what you can't lose. You need to restore your PC from your last backup or factory reset.

From your last backup: depends on how you made that backup. Check the (documentation of) your backup program.
Factory reset: depends on the maker and the tools that came with your PC. Check the user manual and the site of the maker.

Doing a clean install of Windows 10, as suggested below, seems a quite good alternative. Use Windows Media Creation Tool to download it. Since you already ran Windows 10, it will be free.

Your title says while downloading but

in your post says while installing. There is a difference and I can tell that it was when installing because stopping a download wouldn't affect Windows. Yes do a clean install over top of the corrupt Windows 10.
