Trying to use my laptop to Watch TV (IN JAPAN) Help?

Okay guys, On August 31st I will be flying to Japan and staying there as a student for 8 months. While there, I would love to take andvantage of wacky Japanese TV without having to buy a television set that (1) I can't send to America easily, and (2) is non-recyclable or disposable for free in Japan(It's 50 dollars to even throw out!)

Things I know: Japan doesn't really have many cable channels-- the main channels are transmitted in analog(!) The digital switch in Japan is in 2011.

So, my questions is, will a USB TV tuner work? I am not that concerned with DVR or recording my shows (That'd be neat, but not vital) and I am very interested in possibly finding a way to use it (or something else) to watch/use my laptops screen for my PS2/Wii. Any ideas?
