Trying to reinstall palm software or delete

I recently upgraded a Dell Optiflex with XP from 98 running 128 MB of memory. The machine had Palm One Zire software installed. When I upgraded to XP the pc no longer connected with the handheld or vice versa. I tried to uninstall and I get the error message error 1606.. Could not access network location "Documents and Settings\default\send to" When I try to install I get the same message.
What can I to to get the PC to recognize the Zire again. OR
How can I safely delete the Palm software to reinstall?
PS I also changed the USB plug on the PC to a different one.
