Trying to purchase computer to use w/voice recogntion

I am trying to decide what computer to purchase to use with DNS 9. Have to use Dragon due to disability. My work computer isn't working well - hardly at all - Dell desktop Pentium 4, 1.8 Ghz, 1 mb ram. Freezes very quickly, moves slowly, etc. SO I purchased a Dell Xeon processor and it was so loud (fans, etc) that I returned it. Now I am trying to find the good balance between fast processor but not too noisy. I am considering for example Dell Optiplex GX520 and 620 b/c I have heard them and they are quiet but they only come in Pentium D. How many Ghz should I get to have it work really well? Or, am also looking at OPtiplex 745 which has core 2 duo. Again, not sure about Ghz level. Noise is a concern - will the core 2 duo be noisier? Anyone know anything about Opti 745?
