If the normal 'drag and drop' is working, is there a problem?

Which portable device?

...... saving the file with "save target as.... That means you are downloading a file from the Internet, using a browser ? Then what do you want to do ?

Drag & Drop: Press down the left mouse button to select what you want moved, keep the left mouse button pressed, and move the cursor to the place where you want the file moved to [folder]. Release the button. If you release the button too soon you create a duplicate of the file.
