trying to control CR-RW burning speed

Please,

I want to know if there are programs for burning CD-RW that controls the speed of the processes. The problems is that I have a semi old Dell Inspiron 8000 notebook with a CD drive that only can read CD-RW burned at 1X or 2X and not >= 4X.
I have found that an external ( USB ) HP drive can do the job using NERO. But, with the same CD-RW that past the test in the HP external drive, none of the internal burner that I test can burn at 2X. Only al 4x o more.
