TRV 19E not recording from TV

I have a one year old TRV 19E Sony Handycam. Though the manual claims recording possible from TV. Thro' the procedure stated in the manual (page 122) no recording is taking place. All other functions like camera and playback works. Could anyone tell me whether its a defect or there is some other method to record from TV

Some try to record from a cable decoder, a DVD player and such will fail due to copy protection. Tell more.
