Assuming you use Internet Explorer (you forgot to tell) the question is: what version, IE7 or IE8?
Then your problem isn't really clear: "trouble getting things to come up when we click on them especially on websites"
- also on other things than websites?
- for websites: do you mean clicking on a link in the browser or a link on your desktop or ...?
The three experiments to do:
1. Download Firefox and see if that connects to those websites if you do it the same way.
2. Run Internet Explorer without add-ons and see if that helps. It's described in http://blogs.msdn.com/ie/archive/2006/07/25/678113.aspx. If it makes a difference, goto the Add-on manager to find out which one is giving the trouble.
3. Download IEFIX from http://windowsxp.mvps.org/IEFIX.htm and run that.

I have a Dell computer that has Windows Vista on it. We are having trouble getting things to come up when we click on them especially on websites. This happens for most websites. I click to open something and the computer just brings up a blank page and the waiting symbol like the computer is working. It will sit like this for hours and do nothing but show the waiting symbol. I am not sure if we have the correct settings for security and for pop-ups. Some sites will state that my pop-up blocker is not allowing me to use the site but I do not have the pop-up blocker on for those sites and I have even tried turning it off completely. Is there as place I can find what the settings should be under Tools, Internet options, Advanced? Or are there any suggestions you can give me to fix this problem?
