Trouble setting up microphone

Hi,
I just installed Skype and am having a bit of difficulty setting up my mic. It does work, but volume is low. In MS Help, it said go go to Control Panel,Speech and select the Speech Recognition tab. Then to Audio Input and Properties. The problem is that when I select Speech, the only box that pops up says Text To Speech, no other tabs or options. How do access the other options to set up a microphone?

The skype help mentioned something else too.
